Rauch is careful with his language in this quote. He is not saying that being easily offended makes it okay for people to offend you. He is not putting the responsibility for offense necessarily on the offended—although, that is not entirely out of the purview of what his claim is either. What he is saying is that a climate where it is easy to offend someone makes offense more likely because some people like getting a rise out of people. He doesn’t condone trolling; he is trying to explain its prevelance.
